This is sort of a stupid question, but, where is the ‘Noise Removal and Effect’ tool? I have some audio I’d like to salvage, but even Audacity’s own page starts with that tool, and as far as I can tell, it’s not present in my list of effects (as per my screenshot, which is hopefully attached or linked).
So, what gives? I’m feeling dumber than usual.
Muse removed it in facor of the new downloadable AI OpenVINO plugins.
This is waht the Manual says on the effects page:
But also Muse have added a new command to the Effects menu for Get AI effects which will lead you to the downloads.

Which Audacity version?
The Noise Reduction effect is still present in my version of 3.7.0 alpha (Linux). Or are you talking about “Vocal Reduction and Isolation”?
The OpenVINO effects are not available for Linux.
OOPS yes - it’s Vocal Reduction and Isolation that got removed - it was very early morning in Zurich when I wrote tha and I obviously hadn’t woken up properly

Perhaps worth mentioning in the manual that while the new OpenVINO plugin may yield better results for 64-bit Windows users, anyone else will have to manually install the old “Vocal Reduction and Isolation”, preferably with a direct link to the plugin.

Huh. With v3.6.1, I must have jostled something, because now I see the the nested tree, and not the flat panel. Can’t go wrong with that, so, um, thanks, and this will be some interesting reading!
You set that in Effects Preferences in the Effect menu organization
Or a Tools > Reset Configuration will reset that and many other settings.
But thanks for that little “nudge” that got me fixing up the 3.6.2 Manual.
