Recording does not start if no sound (V2)

Following up on the below thread, where I am having the same issue. Recording via WASAPI and loopback. The person answering the thread says: “WASAPI won’t record if there is no audio stream. It can be “silence”, but there has to be data.
There may be a work-around by playing a silent file in the background (maybe with another application?).”

I’m no expert, so maybe this has always been true on a technical level. Nonetheless, I know for certain that I have countless memories of starting the recording and seeing the cursor move, and the waveform start to display, THEN going to my web browser to press the play button on the audio source and seeing Audacity start to pick it up. This was working for me up until last week. All of a sudden today the behavior has changed, such that I must press the play button on my audio source before the Audacity cursor will start moving. Despite what the other thread says, something HAS changed, and it is affecting my ability to pick up the first few milliseconds of the sound (as the previous poster pointed out).

Can someone else take a crack at answering this?
