Not for me, but you don’t actually want that because then you wouldn’t be able to Play.
I think commercial recorders do this. They go into EE (playthrough) all the time they’re not playing. I’m guessin’ that’s what you really want, right?

You can turn monitoring on/off by clicking in the recording meter.
It’s not exactly obvious so for the upcoming 2.1.0 release an inactive recording meter will carry a clear message to indicate that clicking turns it on:

I note that there is a comment on the Audacity wiki about this feature request:
[always on monitoring] … is not such an easy change as it appears - handling the situation when a device is changed/swapped out for example but Audacity is still looking for an input to read - it may not be fixed quickly.
Possibly the device change listener added recently under EXPERIMENTAL_HAVE_DEVICE_CHANGE may help with that - it performs an automatic rescan when a device change is detected.

You asked for record monitoring to be on all the time. If it was, your playback and your record work will be audible at the same time. It has to switch intelligently and it doesn’t do that yet.
The larger decks only have one set of meters and they have to switch, so in that sense, the record and playback meters in Audacity could be constantly active.
