Generate silence in audio and label tracks

Hi All,
I am finding the ‘Generate>Silence’ command problematic. It seems to only expand the audio track, but then all subsequent labels are out of place.
I can’t find the rule that lets me insert in the label “track” at the same time as audio tracks so that subsequent labels are not made useless.

(3.2.1 on Win 10)

Turn on Sybc=lockung in the Tracks menu:
