Is there a way to force a new label track when adding a new label when there is already a label track with another label in it? For example, I create a new label and it adds Label Track 1, then I add another label, and rather than having the new label be added to Label Track 1, a new label track is added and the new label is added to it.

There is no setting for this - but there is a (slightly clunky) workaround.
add your second label track with Tracks > Add New > Label Track
make your selection in the second label track (not in the audio track)
add the label with Edit > Labels >Add Label at Selection - or use shortcut Ctrl + B (Cmd+B on Mac)
If you want or need to see where the selection is in the waveform than you will need to turn on sync-locking with Tracks > Keep Tracks Synchronized

Alternatively you can:
move your original label track to be above the audio track,
make your selection (or cursor position) in the audio track
and then use Ctrl+B (or the command)
Audacity will then create a new label track under the audio track and create the label in it.
And for this you don’t need sync-locking to be on.
Or you can:
create a second label track
move the original labl track to be below the new label track
make your selection (or cursor position) in the audio track
and then use Ctrl+B (or the command)
Another alternative:
add your second lable track
make your selection in the audio track
drag the selection downwards to Include the two label tracks
and then use Ctrl+B (or the command)
Note this only works for sections and not point cursor positions
