I record audio books in Garage Band and process them for MPE in audacity. I also hard limit the volume. Recently I was able to export to Dropbox and everything worked fine. However in the last week or so exporting from audacity to dropbox is not working. Has something changed?

I can’t reproduce this on W10 with 3.1.3 - I can export to the Dropbox folder on my PC with no problem.

Last time I looked at this, DropBox had a size limit for the free service. You can go over that limit, but you have to start writing checks.
There’s another possibility, too. Audacity 3.1.3 doesn’t like working directly with External, Network, or Cloud Drives. It can become unstable. Export to your local machine and then transfer to Drop Box.

I’m assuming you are using MacOs then, have you checked permissions ?
