It was relevant to that track only, that is, when pasting a clip at the beginning of a track or in the middle of it, all the clips after the pasting point would move forward, and vice versa, when removing a clip from the middle of the track, the clips after it would move back to fill the empty gap that was created.
But it had no effect on other tracks.
What happens unfortunately in the latest version, that checking the box ‘Editing a section can move etc’ affects all the tracks in the project, every time you paste a clip in one of the tracks, as a result - all the clips in the other tracks, whose starting point is after the pasting point, all move forward, Which completely confuses the whole project, extremely frustrating. Is there a way to overcome this?

Same problem here. Very frustrating! I’m using ver 3.6.4. I see that it is supposed to be fixed in ver 3.7. I hope so.
