Hello,
I just updated to audacity 3.2.1 (windowsx64). I was so use to just cutting by clicking on the scissors. Now, cut (scissors) tool is missing from the taskbar. How do I add it?

You don’t, sorry
Muse removed these for 3.2.1 (and onwards) as part of tidying up the GUI.
You have a few options:
Right-click in the waveform to get a context menu
use the Edit Menu: Edit>Cut etc.
use the shortcuts
Ctrl+C => Copy
Ctrl+K => Delete
Ctrl+V => Paste
Ctrl+X => Cut (actually cut and copy)
You are not the first person to complain about these missing buttons and I suspect that you will not be the last - but Muse are fairly adamant about not bringing them back, sorry.
See this thread: https://forum.audacityteam.org/t/audacity-3-2-0-please-bring-back-cut-copy-paste-buttons/65631/1
and there are other similar threads
And see this issue that I logged on GitHub but which Muse closed
Restore the Cut, Copy and Paste buttons as a new (hidden by default) toolbar #3693

Yes, I too miss the cut tool! Please have Muse reconsider bringing it back in the next update…
I too find the removal of the shortcut icons for Cut/Copy/Paste a step backwards, especially with so much free space in the toolbar area. With the extra steps now required for the editing, workflow is hampered. Sigh!
Good news …
you may see these buttons coming back in a brand new toolbar which will be hidden by default but easily made visible through the View>Toolbars menu.
I manged to persuade Martin Keary (aka Tantacrul) from Muse that this was an important requirement for some folk - so he reopened the Enhancement Request for this that I posted

This is unlikely to be in any of the upcoming 3.2.x maintenance releases, but could well be on the cards for 3.3
