Audacity won't record on Mac Pro Mojave [SOLVED]

Hello all. I am running Audacity 2.3.0 on a Mac Pro (2018) with Mojave OSx 10.14.2. I’ve tried using a Focusrite Scarlet 2i4 and directly connecting an ATR2100 USB mic. Both input devices are detected by Audacity and show up in the devices drop downs. No matter what I try, Audacity will not record or monitor any input. The built-in mic works. And the USB outputs work (I can direct Audacity output to my Focusrite or the headphone output on my ATR2100).

Also, both input devices work just fine when using GarageBand.

Right now I am stuck recording tracks on GarageBand, exporting to WAV and importing to Audacity.
Any ideas?

Thanks for responding.
No errors that were evident. I checked the diagnostics logs.

Another point of note is that on the Audacity GUI, the mic level slider is pegged all the way to the right and is not moveable.
