I don’t know - but you could just download it and try to use it. Drag your existing Audacity to a “secure place” (e.g. to the desktop), then afterwards drag Audacity 3.5.1 into your applications folder. If it works, okay. If it does not, just drag the old version back to applications folder, replacing the non-working new version.
Maybe. In principle we haven’t done anything which would break compatibility with 10.9 and newer… but we also haven’t tested it. Why don’t you try it out?
FWIW: The Universal Binary tends to not work on some OSes pre-Apple Silicon, so for the best chances use the x86_64 (Intel) version from Audacity ® | Download for Mac OS
