Where did PASTE TO NEW FILE go?

I depend on Audacity for consistency. What the heck is going on where you remove a crucial feature such as paste into new file?

Please tell me Audacity isn’t suffering from “Google Derangement Syndrome” where you continually remove features instead of add them?
