when I try to record it says "recording paused"

I opened a new file—and tried to record. I selected the red dot record button, but it would not record. At the bottom of the page it says “recording paused” and the pause button looks depressed. I depress STOP to try to reset it but same thing happens again.

Pause is a toggle. The shortcut is the P key. Press it once to pause the recording and press it again to resume.

What happens if you don’t start a new timeline first? Open Audacity and make sure your recording device is selected and press Record.
