When I put the mouse over "Clear Loop"

Continuing the discussion from How to remove Start point or Loop Segment:

It doesn’t work for me. When I put the mouse over “Clear Loop” it changes from an arrow to what looks like a text cursor.

An alternative method:

“Transport menu > Looping > Clear Loop”

If that does not work for you, please say exactly which version of Audacity you are using.

Audacity 3.6.1

Both methods should work with Audacity 3.6.1. What exactly is the problem you are having? Are you sure that there is actually a loop?

The loop is indicated by the vertical black lines, not by the blue shading (the blue shading indicates the currently selected play region).

Steve, you’re correct. It’s not a loop as you described “indicated by the vertical black lines”.

Rather it’s a line going all the way down.

While I’m playing a file and want to go back a few minutes, and click to that point, I get this line. When I click on “play at speed” it goes back to that point instead of just changing the speed.

How can I prevent it from occuring or remove it?

That line indicates where playback starts from. It is called the “playback start position cursor”.
You may find this page of the manual helpful: Timeline - Audacity Manual

If you click the play-at-speed button while Audacity is playing, then counts as a new “play command”, so the current playback is interrupted and playback (variable speed) restarts.

The same thing happen if you press the Play button during playback. It is a very useful feature when you need to listen really carefully to a specific part of the project.

Normally when you want to play at speed, you start from the “Stop” state (not playing), then you only need to press the play-at-speed button once, and adjust the slider as required.

If you are playing a long track, and you think to yourself “I’d like to play this faster/slower from where it is now playing”, then you would need to temporarily stop playback using “Stop and Set Cursor” (shortcut “X”), then press the play-at-speed button.

I right clicked on the line and there is no option to remove it. How does one remove it?

Click the “Rewind” (<<) button. That will move the play from position to the start of the project (time = 0)
