What is this white band on my song display?[SOLVED]

I just upgraded to Audacity 2.0.3 today, which I downloaded as a zip file from the website. I’m running Windows XP SP3. I think my problem is with a setting that I inadvertently clicked, and not a 2.0 problem. The file I was editing just before the upgrade showed the same thing.

There’s a white or lighter colored band across my display that goes from .05 to -0.05. It makes it difficult to select and cut portions of a recording because it overlays the darker selection and although it’s not completely opaque it is very nearly so. I cannot accurately see what I have selected. As far as I know, I’m using all of the default settings - Waveform display. I do not want this band to be shown.

There also are narrow blue stripes top and bottom and a gold ruler on the left edge of the song display. There are not that bothersome but they seem to have appeared with the light band so I thought it may help someone identify what I am seeing.
