For some reason the voice tracks that I recorded are playing once and then a second time after a short delay. I am using Windows 7 as my OS. I’m not sure what caused this - is there a way to fix it without re-recording all of my voice tracks? I am attaching a five second sample.

I would guess you are recording your microphone from stereo mix with software playthrough enabled.
Look in Device Toolbar:
[windevtool][/windevtool]
and by the mic icon, choose the microphone that you are recording from.
Turn Transport > Software Playthrough off if your mic is connected directly to the computer, otherwise you will hear an echo of yourself.
No you can’t fix recordings you made like that.
