Legacy limiter let user choose between soft and hard limiting. New limiter doesn’t, unless its controls under different names somehow do the same thing.

The “Knee width” setting provides some control of the “hardness” of the new limiter. Smaller values is “harder”, and larger values “softer”. I would suggest using values in the range 0 to 3 dB.
Note that this is not exactly equivalent to “soft and hard” in the Legacy Limiter, but it is a similar kind of feature.
In my opinion, the only significant advantage of the new Limiter effect is that it can be used as a [Real Time Effect(Using master effects & realtime effects | Audacity Support).
I generally prefer to use the “Legacy Limiter” because I find it easier to achieve predictable results.

New Limiter effect
Pros:
- Can be used as a real-time effect.
- Supports extreme amounts of limiting if required.
Cons:
- Output may be slightly over specified output level.
- Significant harmonic distortion.
Legacy Limiter
Pros:
- Very easy to use
- Extremely low distortion
- Limits to the exact level specified
- Supports soft and hard limiting
- Supports soft and hard clipping
Cons:
- Does not support real-time processing.
- Only suitable for normal amounts of limiting.
