Using "Monitor" as an input device

I’ve done a lot of recording with Audacity, although I initially had problems setting it up to monitor what was playing on the same PC, I got it to work in the end.
I haven’t used it for a bit, and now I try to do this again on v3.7.7, I get an error when I try to record

Error opening recording device

Error code: - 9997 Invalid sample rate

Doesn’t make any difference whether I use 44100 or 48000.
I can’t find any reference to Monitor.
I don’t know whether to set Host to Alsa or Jack Audio Connection kit, or whether that is relevant.

[edit] I installed pavuctrl, switched to Jack and set Recording Device to my browser and that seems to have fixed it. I’ve no idea why
It’s a great piece of software, but setting it up is always a nightmare. Hopefully Audacity-4 will sort this out. I haven’t got an hour to spare to watch the video.

Sometimes an error message can lead you down a strange path when the problem is more basic.

Since this is an install of a new version of Audacity, does this new one have permission to access the recording device (microphone)?

How would I know whether it had that permission? I’ve tried plugging a microphone in, but there is no mention of it in the Audio Devices options.
