The problem is because you are using an old version of Windows that does not have a sufficiently new version of Visual C++.
You can get the required update direct from Microsoft here: https://www.microsoft.com/en-ie/download/details.aspx?id=48145
To import audio from VOB files, you need to install FFmpeg for Audacity, in addition to a working installation of Audacity.
Do the Windows update first, and ensure that Audacity 2.3.0 runs correctly. Then, carefully follow the instructions here to install FFmpeg for Audacity.
