Time shift tool

I have a MacBook Pro with OS X Yosemite 10.10.2. I have Audacity 2.1.0 which I downloaded from the Audacity website. My problem is that I cannot access the time shift tool. I click on the icon with the magnifying glass and the horizontal time shift icon but when I move the cursor into the tracks I have the vertical I - beam and not the horizontal time shift tool. How can I access the time shift tool?

Thank you for your reply. On my MacBook Pro I pressed fn and F5 and that did activate the Time Shift Tool. Now my problem is I can’t go back to the I beam cursor unless I exit the project. I tried pressing fn F5 again thinking this might be a toggle function but that did not bring back the I beam. I am using OS X Yosemite 10.10.2 and Audacity 2.1.0.

The F1 to F6 shortcuts for the Tools Toolbar tools are not toggles. Please press F1 to go back to Selection Tool, or you can press A four times.
