i cannot time shift a clips , after ready manual , any manipulations move the whole track not individual clip .
what do i do wrong ? or ?

If you click and drag on a track with the Time Shift Tool within a “selection”, all clips within that selection will move together.

Ensure that “Sync Lock” is not enabled (bottom of the “Tracks” menu).
If that’s not the problem, please post a screenshot of your project and describe, in extreme detail, exactly what you are doing.

Track 3 (Tenor Sax) appears to be just one continuous audio clip.
If you want to move only part of the track, you need to “Split” the track. (see: https://manual.audacityteam.org/man/audacity_tracks_and_clips.html)
Track 8 (dimens) appears to be two audio clips with a split at around 7:00. With the Time Shift Tool you should be able to move the latter part of that track to the right by clicking on track 8 somewhere between 7:00 and 12:30 and dragging to the right.

no icannot move the clips in " dimen " screenshot 2.4.7 this is the only one i want to move , and what are thoses 2 lines at the end of the clips

Your screenshot looks a bit peculiar because you are using the high contrast theme. It will look more “normal” if you use one of the other themes.
Click the “Select” button in the “dimens” track, then try to time shift the audio in the track.

As far as I can tell from looking at your screen shot, the “dimens” track is all one clip.

First you need to break the track into separate clips.
As I noted before, the red lines are not clip boundaries. Those indicate cut lines.
