“Truncate Silence” isn’t a plug-in, it’'s a built in effect. You should be able to find it in the Effect menu, though due to differing organisation of effects in that menu you may need to search through sub-menus to find it.

Thanks for your teaching, it’s actually in the Effect menu.
As I’m from Brazil, the translation was a little different, but that’s ok! This resource will be of great value for my didactic work here at school.
