Question… So how do i open the program?

If you need help and you are on Windows, please post in the Windows board. I moved your post for you and gave it a relevant title.
You can launch Audacity by double-clicking “audacity.exe”. If you used the Audacity installer there may be a shortcut on the Desktop you can double-click.
If you have more questions please tell us your version of Audacity (all three numbers, see the pink panel at the top of the page).

No not audacity. I was asking how to open the chorus effect app that was linked. After downloading it of course
If the effect is Chorus Effect then please see Missing features - Audacity Support. Note that the author does not consider this plugin ready for release. Other Chorus plugins are available online as VST effects. You would be able to preview a VST effect in real time while adjusting the controls, but not so with the Nyquist Chorus effect.
If you need more help, please remind us what chorus effect you mean and tell us what version of Audacity you have (all three numbers, see the pink panel at the top of the page).
