I am trying to add rms-normailize.ny to my audacity plugins (I am using version 2.3.1), but whenever I start the download it wants to reinstall audacity instead. Could you please help me figure out what I am misunderstanding?

Where did you downloaded rms-normailize.ny from?
Is there a reason why you want to use an old version of Audacity?
I thought I was downloading the current version initially and since it was working I figured I’d roll with it. Do I have to be worried at all that my older version files won’t open properly on the updated version?
Will having the newest version help the downloading issue?

I clicked a link that was on a forum page “how to download rms-normalize.ny?”.
I’m pretty sure this is the link, but I am using my phone and I searched for that on my laptop so I don’t have the history handy.
Audacity 2.3.3 is the current version of Audacity. You can get it via the Audacity website: https://www.audacityteam.org/download/windows/
“rms-normailize.ny” is a “Nyquist plug-in”. That is, a plug-in for Audacity, written in the “Nyquist” programming language.

You should definitely use the latest version of this plug-in - I rarely update plug-ins without good reason (such as to fix bugs).
Audacity 2.3.3 has a tool that makes installing Nyquist plug-ins very easy - If I recall correctly, Audacity 2.3.1 does not have this.
