The Change Speed effect will speed-up (or slow down) playback with pitch increasing (or decreasing) just like speeding-up an analog record or tape.
The Change Tempo effect will speed-up (or slow down) playback without changing the pitch. But, you can get other artifacts (side effects).

How do you define “length”?
“length”? I mean the playing time of the file. It was originally 60 minutes for example. and after the effect of changing the tempo, the playing time will be 45 minutes, for example. (as I wish)
