So many things could be wrong, almost all of them unrelated to Audacity.
All signs point to a defective audio file.
If it were me, I would try to convert the audio file to a different format and then try to import that file into Audacity.

What does “normally” mean?
What’s the format? Is this an Audacity AUP3 file, or a regular audio file (WAV, MP3, etc.) If it’s a regular audio file you can check the format and details (including playing time) with MediaInfoOnline.
If it’s a regular audio file, does it play in Windows Media Player?
