Is there an effect that changes pitch AND speed? I remember using it in Audacity 3 but I don’t see it in this new version.
No, it’s missing, along with Change Tempo. Maybe in the next version, if we’re lucky.
Stick with 3.7.9 for now for real work. Continue to play with AU4 - it might eventually have all the features of 3.7.9.

I don’t know how I missed this, but if you right-click on a clip you get a context menu containing the item “Open pitch and speed dialog” where you can independently set the pitch and speed. This is non-destructive but you can render the change through the same context menu, as well as reset it.
Ah, good to know I’m not the only one missing this. Pitch & Speed was super handy in 3.7.9. Hopefully it makes a comeback soon because I’m not ready to give up my old workflow just yet
