Nyquist plug-ins vs. latest audacity version updates

I searched for this info: rms normalize nyquist plugin for audacity 3.7.5

Question: An A.I. google answer says that my version 3.7.5 (I’m staying with this version until my audiobook is completed) does not need the above rms/nyquist plugin because my version is equal to or better than the nyquist PI. Is that true?

The inbuilt loudness normalisation effect, set on RMS, not LUFS,

should produce the same results as the RMS normalise plugin.
