I was able to fix the noise floor to low warning with ACX check.
Here is what I did and it worked perfectly.
Go to Edit - Audio Clips and detach at silences. This is assuming your have one merge audio file.
The file will then separate at the silences. I deleted a tiny clip at each silence. Merged them the audio clips back together and then proceeded to do the ACX check again. This time it was too high. But make your normal adjustments and its fixed.
