New Dark Theme "WF_FrostDark" for Audacity 3.7.x

Hi!

I’ve created a new dark theme “WF_FrostDark” for Audacity 3.7.x !
This theme is free and is distributed under the MIT license.

The concept is “darker, cooler, and easier to use” !
(“cooler” has a double meaning of cold and cool (^^♪ )
