I downloaded this version and for some reason the error message .9999 kept coming up. Something about Audacity needing to use the microphone - WHAT!
Why on earth would it need to do that?
Eventually sorted it out by letting Muse 3.0.4 access the microphone, and the microphone icon appeared in the system tray.
If Muse 3.0.4 collects ISP and IP address data and phones home, then that would matter little if you use a VPN as this data is hidden and substituted.
Went back to using 3.0.2 - (pre Muse) No asking to use the mic - no mic icon in system tray. If I keep to this version, I suppose it will get dated very quick - unless another team continues its development.

Microsoft use the term “microphone” to refer to any type of audio device (including microphones, USB cassette / record players, external USB audio devices, …)
Recent updates to Windows require that apps that use audio input devices must be given permission to access the device (what Microsoft refer to as “permission to access the microphone”).
To be fully functional, Audacity requires access to your computer’s audio device, otherwise you will not be able to record anything.
Audacity does not collect ISP and IP address data.
Audacity (not “Muse”) can check for updates. If you don’t want Audacity to check for updates, you can turn that off: Application Preferences - Audacity Manual
Checking for updates requires the use of your IP address, as does anything that you do on-line (including sending / receiving emails, web browsing, posting to forums, viewing any web page …) That’s how the Internet works.
I’ve no idea what “Muse” does - that’s a completely different app that has nothing to do with Audacity.

Audacity 3.0.2.0 does not ask that it needs to access the microphone. Also there is no microphone icon in the system tray. So it must be an Audacity thing, the new Muse version. I can see plenty of forks in the road. I can envisage there will eventually be a “Pro” or “Premium” versions. Well, if you were Muse, wouldn’t you.
You’ve probably installed the 64-bit version of Audacity 3.0.4. Because older versions of Audacity were 32-bit, Windows will see Audacity 3.0.4 as a new app, which is why it asks if you want to allow Audacity to access the sound card. Once you have granted access, Windows should remember and not ask you again. This is normal behaviour for up to date versions of Windows.
