So there’s movies, TV shows and albums that I love that created in Mono or Stereo and I want:
*) Best free software or website to separate all instruments ever, dialogues and sound effects with the best results
*) That you tell me where to put instruments and sound effects in 5.1 channels because I know that dialogues should be at the center channel

I assume you know that Audacity is audio-only. If there is video you’ll need a video editor (or other tool) to re-combine the audio & video.
There is an AI Music Separation plug-in and you can search for other AI websites that might be able to do it. I have not tried these plug-ins and I wouldn’t expect “perfection”.
You can also try the old Vocal Reduction and Isolation Effect.
I did this a few years ago before AI, making a 5.1 track from mono video concert…

For the front-channel music I used approximately-complementary graphic EQ on the left & right to get a simulated stereo effect. (I don’t remember if I included the center).

For the rear music, I used the same EQ’s tracks with delay and reverb. (If you have a stereo original, the center-channel “vocal remover” effect will give you something better to work with.)

When there was talking between songs, that was “panned” the center.

I applause from various parts of the concert so the rear applause wasn’t simply duplicating and the original. And I mostly panned the applause to the rear.

The 'point one" LFE channel is supposed to be for special effects (not regular bass) but I did filter to create a bass track. I don’t remember, but I might have done some pitch-shifting to get a lower octave.
That’s your creative decision… And of course you are limited by how well the AI and other “tricks” work.
P.S.
A lot of “stereo” movies are encoded for Dolby Pro Logic and an audio-video receiver will decode it. And there are other Pro Logic settings for “up-mixing” stereo even if it’s not encoded. I’m not sure if you can find a true-Dolby up-mixer plug-in or software tool (certanily not free) but you search the Internet to see what you can find.
…When I’m listening to regular stereo music I like to use a “hall” or “theater” setting on my receiver for some delayed-reverb in the rear speakers and the “feel” of a bigger space.
But what about separating the sound effects?
BTW once I also simulated stereo in center stereo vinyl recorded track using split the stereo track and filter Bass and Treble effect with different settings every mono track, that was so dumb
