I have version 3.6.4 but do not see many effects (see screenshot) - I see people using these in online videos, but they are missing in my Audacity. I briefly looked at Muse Hub but that doesn’t seem right. Are they Windoze only or what’s going on?
It appears that you have only Nyquist effects enabled.
Try Effect > Plug-in Manager and see if you can enable other effects.

Thanks - I figured it out now… the UI isn’t the same as this screenshot, but the vast majority of everything is actually there in sub-folders. The one thing I was actually looking for was Vocal Remover. Which I found out has been removed due to a nasty data loss bug on MacOS.
