I have 1st voice line that should sound like a 2nd voice line (with phone call effect). I was trying to tweak the audio with Filter Curve EQ but I was unable to reach even similar results (my try is 3rd voice line).
I am quite lost on how to create the same (or at least very similar) effect, will appreciate any tips on this.

The Graphic EQ is usually be easier to experiment with than the filter curve. I’d start by cutting everything below 300Hz. If you cut at 500Hz (and below) it should sound very unnatural but that may be too-much effect.
I believe the original land-line specs had a frequency range of 300-3000Hz. Cell phones go higher (and I presume lower but the speaker is limited on the low end.) Without the highs you reduce the “T” and “S” sounds which affects intelligibility.
Some things that might get you closer -
You could try making a low-bitrate MP3. (Maybe 32kbps?) Early cell phones used low-bitrate compression, but it wasn’t MP3.
Exporting as 8-bits at 8kHz (WAV, not MP3) will also get you close to land-line sound (without the loss of low frequencies).
You can add distortion by setting the Legacy Limiter to Hard Clip.Normalize first to get a starting point and I’d say set the limiter to -6dB or more. If you want more distortion Normalize again and repeat and/or use a lower limit (a bigger negative dB number). Or there are several Distortion effects.
You can also Generate → Noise and mix it in. Pink noise is the most “natural” but you can try white noise for a “brighter” sound or Brownian for a “softer-duller” sound.
