Is this clip fixable??

Is this the right place to post this query? Sorry, have not used this forum before.
I have an 8s clip (attached), very old, very bad audio. “Clip Fix” doesn’t seem to help but I also don’t know optimal parameters to use with that.
Anyone know of a filter that might remove this clipping?

I don’t think it is fixable.
“Normal” clipping is difficult to fix, (and impossible to fix unless it is only occasional peaks that are clipped), but this is worse that “normal” clipping.
If you look in the highlighted section below, you can see that part of the waveform has been shifted vertically close to zero. It’s peculiar because it is not exactly zero, there is still some wiggle in the waveform, but it’s in the wrong place.

What’s the story with this audio sample? Where did it come from, how was it recorded, has it been processed in any way …?

Interesting find! I wonder if the time slip reoccurs close to the same time period each time.

Probably from the 80’s, and I guess copied from VHS tape then?
