The officially recommended version of Audacity for Ubuntu 18.04 is Audacity 2.2.1-1, which is available in the main Ubuntu repository.
There’s not much reason to update to Audacity 2.2.2 other than this bug https://forum.audacityteam.org/t/important-bug-fix/48358/1 is fixed in 2.2.2, but it is easy to avoid that bug by simply using “Save” (or “Ctrl + S”) when overwriting the current project.
Audacity 2.3.1 is scheduled for release in January, and I imagine that Panda Jim will have that as soon as it becomes available.
I’ve reverted the PPA package to audacity 2.2.2. Don’t forget to remove 2.3.0 first .

Surely Audacity 2.2.2 works with Ubuntu Linux with ALSA
if the hardware → AudioInterfaces has a USB port, everything like
Rode, Steinberg… etc everything goes immediately.

Yes, Audacity 2.2.2 should work fine with recent versions of Linux.
Yes, Audacity 2.3.0 should work with WINE, though the performance of Audacity in WINE is usually much worse than running a Linux build of Audacity on Linux. Also, audio problems are still quite common in WINE (largely depending on hardware).
Another way to run Audacity 2.3.0 on Linux is to run Windows in Virtualbox, and install the Windows version of Audacity 2.3.0, but again the performance is less good than running a Linux build directly in Linux.
