I need a special wav file format

Hi! I’m using Win 10 and Audacity 3.1.3
Just moved to an ‘Horizon’ phone system. To upload voicemail greetings messages they require:
‘WAV and encoded with CCITT u-Law. They should be formatted at 8.000 kHz, 8 Bit Mono, 7 kb/sec’
Can I do this with Audacity? If so, how? I know very little about this kind of thing.
