How to make this kind of loud "radio" effect?

Hello! I would like to know if creating such effect is possible by Audacity.

I have searched for many tutorials about making radio-like effect but have not found what I wanted.
What kind of effect is applied to create such kind of sound?

Try applying the “Leveler” effect with “Degree of Leveling” set to “Heaviest”. Then repeat the effect a couple of times (Ctrl + R)

That sounds like the instrument, (synthesized electric-guitar), is tracking (following), the frequency of the voice.
There is a free (but crippled) VST plugin called AlienSolo which is designed to track voice …

but the AlienSolo instrument options don’t include electric-guitar.
