How to enable libraries config in Preferences from sourcecode

I have built Audacity from source code on windows. But I haven’t see the libraries config in Preferences. What should I do to enable the option?

I wonder if you have made the same mistake as I did
( see this post Cannot get viable source code for latest 3.7 release).
The project file to open in Visual Studio is the ALL BUILD one (ALL_BUILD.vcxproj).
