I am running Audacity 2.1.1 on Windows 7. I downloaded the zip file, unzipped it, then installed Audacity by double-clicking the audacity-win-1.2.6.exe file.
When I click on Help, then Manual, I am taken to the website and am apparently accessing the online version.
How do I download the Manual for offline use?

It should be downloaded automatically.
When I click Help → Manual Internet Explorer opens with this in the address bar: C:\Program Files (x86)\Audacity\help\manual\index.html

When I click “Help | Manual”, I am taken to http://manual.audacityteam.org/o/index.html
“Double-clicking the audacity-win-1.2.6.exe file” would install the legacy Audacity 1.2.6 version, not 2.1.1. Also we don’t put EXE installer files inside ZIP files.
I would recommend uninstalling the Audacity version you have now (whatever it is), run an anti-virus scan on your computer, then install 2.1.1 from us http://audacityteam.org/download/windows.
The Manual is only included with Audacity if you install it using the EXE installer.
If you obtained the ZIP file of Audacity but want a local copy of the Manual, you must download the Manual from http://manual.audacityteam.org/o/man/unzipping_the_manual.html.
To always view the Manual online, even if you have a local copy of it, change “Location of Manual” in
Interface Preferences to “From Internet”.

Obviously, this thread contains very old information that hasn’t been updated, but I can’t find the equivalent setting mentioned anywhere in the current (3.3) online help.
