How to copy left channel & paste to right?

What are the steps to copy the left channel & paste to the right channel to create 2-channel mono?

Tracks > Add New > Audio Track.
Copy and Paste.
From the drop-down menu on the left, Make Stereo Track.

When I change a track from mono to stareo, it moves the sound to the left channel. How can I make the stareo track play in the center?

Duplicate the track (Select the track then Edit > Duplicate)
Click on the name of the upper track and from the drop down menu select “Make stereo track”.
