Q2- What are the steps to follow on the menu options to make the voice with a prolonged echoed sounds voice?
I have some samples to share your could listen to in order to come up with similar or exactly like it.
I tried several ways through the effect menus but didn’t work.

Sorry. That kind of thing can only be done in the movies.
When they are actually making movies they use voice actors or mimics to create different voices (especially with cartoons & animated movies) .
You can change the pitch, but if you go too far it will sound unnatural. There are also effects that can make a voice sound like some sort of machine, or a monster, but it’s virtually impossible to completely alter a voice and keep it sounding "nice’ or natural.
Q2- What are the steps to follow on the menu options to make the voice with a prolonged echoed sounds voice?
Effect → Echo gives a “clean” echo… “Hello… Hello… Hello…”
Effect → Reverb recreates the sound you get when sound bounces around in a small room with hard walls, “Helloooo…”
Q1- To change the recorded voice to Sound like an Angel or Heavenly kind of voice talking?

I tried the pitch recommended. But what if of the following idea?
Q2- I have the exact sound I am asking. I transferred it to Audacity from those old TDK cassette tape D-60 to see if it works in audacity. This TDK cassette tape has recorded talk so delicious ECHO as if an Angel or heavenly person is talking - has an ECHOED sound-which is clear & excellent voice talk. It did work in Audacity very good.
Q3 Is there a way or method that I can do to DECIPHER or SEPARATE the speech from the ECHO for this same recorded sound I transferred to Audacity to find what pitch is being used using within Audacity??

There may not be any pitch change unless you are saying you can hear a pitch change.
If there is a pitch change in the echo, just making that pitch change probably won’t give you the effect you desire. Is it really a separate echo with silence either side, or a reverb (a mix of the original sound mixed with its reflections)?
If it’s a separate echo, you can try selecting just the start of the echo and looking at Effect > Change Pitch… to see the detected pitch. You can also look at the selection in Analyze > Plot Spectrum… to see how loud its different frequencies are.
If you want to discuss specifics then you could attach a few seconds of the file in WAV format that sounds as you want it to sound, but don’t expect any miracles or easy answers. See How to post an audio sample .
