So your description and your screenshot seem to be regarding two different things - actually, I’m not quite sure what your screenshot it trying to show.
Let’s assume for the moment that your new issue with input 2 is similar to your previous input 1 issue - that is to say that you are simply not getting enough level on your recording. Note that when you are recording from two sources in Audacity, the pair is typically treated as a single stereo track. The left channel of this track would correspond to input 1 and the right to input 2. Specifically, you cannot record from channel 1 without simultaneously recording from channel 2.
So check in your Device Toolbar that you are trying to make a 2-channel stereo recording (which will appear on one stereo track).
If you need only a single mono track derived from the stereo recording, then choose “Split Stereo to Mono” in the Audio Track Dropdown Menu, then delete the unneeded track.
If input 2 is not appearing in your recording, check your Default Format under the Advanced Tab under Properties under under the Recoding Tab under mmsys.cpl.
I found out what the problem is, with the help of a friend. Somehow, I never saw the part that said you have to download the DRIVER for it to work! And the reason I was able to get some sound but with inadequate volume, he said, is because Windows has systems built into it (for various applications) that do the equivalent of a partial job of what I needed in this case. So . . . thanks, all, for all the thought you put into trying to help, but maybe next time, if the question comes up again, someone will think to ask about the driver! And I’m sorry for being such a pain!

Not to thread-jack but I have a version of the same problem.
My record levels are locked with a USB Codec input from a Behringer UFO202.

Are you referring to an analog looking knob within the Audacity UI?
Oddly, I do not have this issue with a super-basic interface that I purchased from Amazon. It works fine and preserves the full range of the input level sliders in the Audacity UI.
Also, I have full input level control with WavePad (even when using the Behringer UFO202) but I much prefer Audacity.
Finally, I saw the post about granting privacy access to the mic but I do not see the mic as an option in privacy.
