As you can see in the picture, the objects are all crammed to the left side and makes for a lot of wasted space to the right.
This seems to be a recent change.
How do I fix this?

Nope, tried to move them on two computers. Is there a lock somewhere?
There is a configuration file “audacity.cfg” which should save your toolbar preferences, so they persist.
If you rename***** that file to, say, “audacity-old.cfg”, then restart Audacity that could solve your problem.
This is where the audcaity config file usually resides …
C:\Users\YourNameHere\AppData\Roaming\audacity\audacity.cfg
[ ***** renaming, rather than deleting gives you the option of going back.
“audacity.cfg” contains other preferences ].
