Sounds like the audio has been corrupted. Little can be done to improve it …

If the goal is just to understand the words, you can help a tiny bit with Effect > Equalizer: Telephone preset.
You’re never going to make a theatrical presentation out of it. It’s massively damaged.
Just a note, some of that damage could be the MP3 conversions. Tiny, convenient MP3 sound files aren’t “free.” Each time you pass through another MP3 version, the honky, wine-glass voices get worse.
