OK, I’m not a complete noob when it comes to computers as I once worked in IT, but I cannot figure this out.
I am trying to copy the noisegate.ny (or whatever it is called) into the appropriate directory. Memory says library>application support>audacity (don’t hold me to that).
I am currently on a computer where I have admin rights.
I am not able to find any of these files on the hard drive, other than the .app file itself.
I’m not a mac pro, used to only use windows, but in general if I have admin rights to the machine I should be able to see all files, no?
I’ve also gone into settings and asked it to “show all files” or whatever the option actually says.
What am I missing here? I feel like it’s so simple I’m going to kick myself, but google is no help.

If you’re at a foreign machine, make sure nobody turned filename extensions off.
Desktop > Finder > Preferences > Advanced > Show all filenames.
Then make sure you really got a Nyquist file and not the TXT version of the Nyquist file.
You may be in the wrong Library.
Go (upper toolbar) > Go To Folder.
Now go to the audacity folder (lower case) > Plugins.
Even after you do all that, you need to launch Audacity and Effects > Add Remove Plugins

No. You didn’t follow instructions. The library you want is hidden and you have to reach it by the method I illustrated.
I think you can also reach it via the terminal/command line if you’re really into pain.

That can happen if you leave off the tilde (~) at the beginning of the address. That’s a UNIX abbreviation.
