I installed the latest version of Audacity (3.7.1) and also the latest version of FFMPEG for Audacity (FFmpeg_5.0.0_for_Audacity_on_Windows_x86_64.exe file) on my Windows 11 PC.
It does find the FFMPEG on the preferences (Version: F(59.16.100),C(59.18.100),U(57.17.100)).
Yet whenever I try to import an MP4 file, I get the error message that it needs FFMPEG in order to import MP4 files.
Something you can check -
Go to Edit → Preferences → Modules and make sure “mod-ffmpeg” is enabled. And while you’re at it, make sure everything else is enabled.
We’ve been seeing reports of some “modules” being randomly disabled or showing failed for unknown reasons (unknown to me).
Maybe there’s something wrong (or unusual) with your M4A file.
Try opening another file (any other format) and see if you can export it as M4A. If that works try re-opening that one.
If that turns-out to be the case, you can try a 3rd party conversion and maybe you can convert it to WAV. Or, “worst case” you can play it with another application and re-record it.
Just FYI - A regular re-install doesn’t update the configuration file so it doesn’t fix the “modules” problem.

The file I was trying with had 2 audio tracks, which caused trouble. Not chosing one made an ffmpeg error pop up, which confused me.
