Subject: Error 9996 with WASAPI Loopback only at 96kHz (Tidal Exclusive Mode) on Win11 24H2

Body: > Hello, I am experiencing a persistent error 9996 when trying to record 24-bit/96kHz audio via WASAPI Loopback from Tidal (Exclusive Mode).

  • Weird behavior: 24-bit/192kHz works perfectly fine. 44.1/48kHz works too. Only 96kHz fails.

  • Tested versions: 3.1.3, 3.7.7, and even the 4.0 alpha. All show the same error 9996.

  • Environment: Windows 11 24H2 (tested on 3 different PCs, same result).

  • Hardware: Happens on Sound Blaster X-Fi, Integrated Optical Out, and even Virtual VB-Cable.

  • Settings: All sample rates match (Windows, Tidal, Audacity Project Rate all set to 96000Hz).

It seems like a handshake bug in PortAudio or Audacity’s WASAPI implementation specifically for the 96kHz sample rate on newer Windows builds. Any advice?
