Easy way to add silence??

I’m sure this question has been asked before.

I’m looking for an easy way to add time to the “pauses” in recorded speech.
Really what I need is the opposite of the Truncate Silence effect.
I would like to add 5-8 seconds of “dead air” in these periods of silence instead of truncate everything down to 1 second (how I usually use this effect)

I’m working with a program that is 8 minutes too short for the time slot. I have dropped the tempo of the speech 10% already. Any more and it makes the speaker sound like he needs bed rest. I’m running out of idea of how to fill the gaps.
