On an offline machine running Audacity 3.7.0 in Windows 11 in folder C:\Program Files\audacity-win-3.7.0-64bit , into what folder does one put the audacity-manual-3.7.0 file (extracted from audacity-manual-3.7.0.tar.gz) so that the Audacity menu choice “Help > Manual” opens the offline Manual?
I think that functionality has been removed.
As a workaround, you could un-zip it somewhere that is convenient (such as your Documents folder), and add a shortcut / favorite to your web browser.
