Was wondering is their a way to cut the volume I want to cut parts of the volume say like 1.0 to 0.5 then have the volume below 0.5 left over if I could select in a up and down motion and cut and copy would be great

There are free plugins which can remove the loud sounds and leave the quiet ones, (or vice versa), e.g. Levels.
But the results are so plagued with digital-artifacts they are only fit for electronic music.
DtBklFx is another free plugin which uses FFT which can mask sounds which are above or below a threshold.

The problem with Keypex® or gating effects as above, is they don’t sound at all natural and they’re rough to adjust. You just get it to sound like you want and you move backward or forward a bit from the microphone and all the settings go off.
DB or percent sound values aren’t a thing. They’re a rate of change of moving values. Tools to manipulate it work in the subjunctive. They have to wait until the speech or performance is done and then go back and figure out where the cut would have been had the software known ahead of time where the performance was going.
You didn’t ask this, but I can hear you thinking about applying the tool in real time. Audacity doesn’t do anything in real time other than Start, Stop and some timer tasks.
So what’s your job? There may be other ways to do it.
